You can create a list of predefined countries phone codes to select from when user goes to checkout or registers a new account.

Settings:

To activate this feature go to Settings > System > Global Settings and select the option 'Phone Codes Listbox'.

Then go to Settings > System > Static Tables > Countries and specify the Phone Code for every country you are going to use.
