I am also having this problem. Because we only sell overseas, VAT should never be displayed, because it will never be included. How can I turn off the display of VAT?

Did anyone get an answer for this??? I have exactly the same question.

If you don't need VAT at all, you can delete all country taxes one by one at Administration > Orders > Tax Rates. This is how you can get rid of the VAT line at checkout pages.

As Anjula wrote go to the Administration page > Orders >Tax Rates and here you can change the tax rate for any country or overide the tax rate for different categories of product.
 
If you also look at the Edit Product page theres an option to make individual products tax free. For example in the UK Value Added Tax is charged on many items but not on books.
 
The reccomendation though is to remove tax rates from the countries.
