TAX calculation is not correct.......

Have you look in "Sales Orders" on the top menu scroll down to "Sales Tax Rate" then you can modify the tax rates.

The TAX rate is not the problem.
Will try to explane.
For Example :
 
I set the rate to 20%.....on the site it shows correct.
Then I change it to 25%......on the site it still shows 20%.....I add an item to the basket and it still shows 20%.......after I go to the pay system it is updated to the new value ( Trigger occurs) Is there a way to get a trigger when I update the rate trough the console ????

Thanks, we understood the problem.
It's caused because of tax session variable for user is updated first time when buyer visists the site and second time during checkout process.
