Is there a way to suggest add on items to a customer when they are checking out? For example, if a customer adds two Widgets to their cart, they hit Check Out now, could they be directed to a page that suggests that they need a Widget carrier as well?

In the product list you can relate other products to the current product by clicking RELATED.
 
Then on the Checkout or Basket page you can add the RECOMMENDED PRODUCTS block to the page .
