Is it possible to frame the store in an existing "look and feel"
 
We have a verticle bar on the left of the screen, and a top nivigation bar, on every page of our website, is it possible to get those bars in ViArt?
 
either through code manipulation, or throught he admin console?

Yes, such kind of design is possible. For example, the main look and feel can be modified by changing the header and footer file.
