I want to be able to state that downloadable products don't need to have a shipping charge associated. I have tried, but no it doesn't. It works because I have a coupon set for free shipping on orders of zero dollar amounts in order to get it to work. I want to know why the bug exists where the shipping def cannot be set that if order weighs zero amount then "free shipping" module should come into the list and it doesn't. Here's what should happen:
I set up a shipping module that is called "free shipping" - DONE
I set up a shipping method in that module that states if order has zero weight, allow method - DONE
I set up a product that has no weight or weight as ZERO - DONE
User goes and buys product.
If products in cart have no weight total, then "free shipping" module method should appear - DOESNT
Customer selects that method and completes the order.
Download Links sent to customer.
If the weight variables are in the method as an option, then the feature should work. Why doesn't this work. it's been a week now...

This is what I did
1). Created " Free Shipping (USA)" Module
2). Total Goods Cost
* Minimum = 0 Maximum = 9999.00
3). Total Products Weight (gms)
* Minimum = 0 Maximum = 1.0
4). Shipping Cost ( Per Order )= 0.0
5). Selected USA from the list of countries.
6). Set the weight of a product = 0.0
Now, i logged in and added the same product with weight = 0.0 gms.
Step 1. Personal and Delivery Data.
This is what displayed:

Across an Ocean of Dreams $14.99
Goods Total $14.99
Free Shipping (USA) $0.00
Total Order Cost $14.99
----------------
