Maybe I'm just tired or something, but I cannot figure out how to customize the layout of the REVIEWS page. I know it is possible because I've done it before.

Hello crmartell, I did not think that reviews was a separate page - the reviews embed in the article being reviewed?
 
Adding the review uses the same page as the detail articles page.
