It is possible to restrict payment method by site (multi site)
It would also be very useful to be able to link payment method to shipping method so that the payment method could be restricted by country.

Yes. If you go into payment systems, and click edit. You can specify which sites it allows that payment type.
In regards to the specify by country.... I agree. I might want to allow only PAYPAL or something of the sort in other countries.

Yes, I have my payment system differentiated by site OK.
For geography I offer bank credit [BACS] in the UK but do not want it to appear in other countries as this gives all sorts of headaches.

Could you do this at user level.
E.g when clients register an option
sign up - UK only
sign up - Rest of the world
and only allow bacs for UK clients

Yes, COD is an excellent example of the need to do this.
freezer - if you have an idea how to implement this I would be interested; only problem is we do not insist on registration so this would not be captured in all cases?

No, sorry. My idea relied on all clients signing up. We pondered over whether to allow orders without registration but felt all round that the benifits of insisting on this outweighed the negatives. After all it takes just as long to enter details if not registering when checking out. We have made a big point of explaining the extra features that can be used when registering (wish list, bonus points, reward credits, shipping and product retrictions as well as payments systems etc option etc) and also that it takles only 2 minutes to do so.
