I can't get this block to show. I thought there was a toggle to hide this from view, but I cant remember where. If there is can someone remind me.
 
It should be as simple as adding the block to whereever I want it and when a product is added it shows up in this block?

Whether products are shown in the Products (Latest) block or not depends on their issue date.
Please check that Issue Date is filled in for the products you want to be shown in this block.

How long do products stay in the (latest) block from the issue date? Is there a way to set the time frame?

It depends how many you show, and if you add any "new" issued products to category.
 
The Via approach is totally funny, in the real retail industry, latest more mean to "Newly arrive" or "newly added products" and who caare the manufacture date?
 
If you know a little scripting/SQL, it can be changed to query "-_added" date column, instead of isuue_date column.
