Is there a way to remove or reposition the "Highlights section" on the products detail page?

Not an expert but if you goto file manager in the administration section under CMS heading.
 
Then goto templates - user
look for
 
block_product_details.html
 
you can edit the block and remove/reposition the highlights section.
 
WARNING would reccomend downloading the file first as a back up just in case you mess up and it wont display block at all.
