Solution
Download the updated version of the files:

Here are the files you need to update:
js/admin.js
admin/styles/admin.css
templates/admin/admin_cms_page_layout.html
 
Please do not forget to make a backup copy of the current files in case something goes wrong.

Vera; ive applied these files twice now to two different installations and the problem still occurs. Is it possible to double check this works with the files uploaded to your site?

Double checked everything works. Maybe you mean a scroll bar on the right side then it is not supposed to disappear it is necessary for those blocks who have many settings and therefore stretch the page down. What was fixed is a scroll bar that stretch the page in width.
