Greetings
Live chat or live support is not standard feature of ViArt. It does have help desk / customer support but not in real time.
To have live chat you'll need to install live chat script of some type, then create a custom block within admin section. Once done select the custom block from CMS settings.
This is just an overview of the process, like building an engine actually doing it can be a bit more difficult.
do you know a company that can make the live chat in real time?
and what is the cost?

You easily integrate a "live chat" into Viart - using an open source solution such as http://livehelp.livezilla.net/home/en/ as an example, you can provide live chat / support to your site's visitors.

Recommendation from Intellitech is a good one, you can also checkout http://www.craftysyntax.com/. Or better yet search google - free open source live chat for all possibilities.

You can also try yahoo pingbox. Its for free download and code can be embedded on webpage. Similar to yahoo messenger but limited to less features when compared to Live Chat services which are available for price.
