We're considering a promotional sale with a featured item at a very low cost. As such, we'd like to limit it to one per customer. I can't seem to figure out how to set the limit.

Such limitation for a particular product will appear in our forthcoming release. You can already see how it works in our public 3.4.13 beta.
In older versions, there is a global setting for all products to prevent them from repurchase during a set period. This can be set up under Order Profile settings.
