We want to resell our products in the sense that a reseller lists our products on their site and the reseller purchases voucher codes which the customer can then redeem in our application.
 
I've seen the merchant module but that is for people uploading their own products. Looked at the affiliate module, but also not what I need.
 
Any other ideas?

I am not quite sure what you mean by purchasing voucher codes. what would this bring the reseller? are they going to give this to their customers who come to your website and turn them in so you can track the origin of the sale?
I would base my strategy on the money trail: I have a reseller that acts as an agent, he sells for his own profit but I handle the distribution and after sales. I created an extra viart installation for him on which I am the merchant, using the merchant module. all payments go to his paypal account and we both can see what's going on . once a month we settle the balance and we're happy...
if the money goes to your paypal account the affiliate program should be the way to go. or maybe you can work with the multisite feature (make a blank template . call on their site via iframe or other wrapper) and use the merchant module (just don't give them any upload privileges)

More info: We sell online credits for a service (offered via a local small software app). We want a reseller to offer credit packs on his site and each credit pack would have a voucher code. After purchase from reseller the customer would come to our store and redeem the voucher for the credit pack.
 
The reseller would buy up front credit packs/voucher sets and just resell them on his site.

Couldn't you set up COUPONS for each reseller? Give them each their own code and enter it into your Coupon system ... you can set up how many times the coupon can be used ... this can reflect how many voucher codes your reseller has paid for.
 
There are also GIFT VOUCHERS in that section. You might be able to tailor these to your situation.
