We have a coupon code for 10% off and tried to apply it during a call center order, but there was no place to enter it. I tried entering the coupon ID and code in those columns, but it did nothing.

I fear you can't; but, then, the call center is very limited in other ways also.
This includes proper use of options.
I always require an account for every customer to I use the live site and go through the registration process for a customer to add personal details. This then gives me the checkout process with the coupon.
If the customer already has an account I just log into their account.
