PayPal Express guidelines require the paypal checkout button to be on the cart page as well as the checkout page. I can't find an option for that, it only appears on the checkout page.
You can create a custom block where you put the code provided by PayPal, and place this block on the page where you need it. This is done through CMS, for your reference.

Thanks :) Someone in chat told me this yesterday, and I've spent the last 24 hours trying to figure it out. He said to use the code that Paypal provides. It doesn't appear that Paypal provides any such code, but it has to be written by us. We chose Viart because it appeared that Paypal, Google, etc was ready to go, we just had to enter our paypal credentials. Now it appears that Viart only provides partial compatibility and we have to program the rest ourselves.
So this is what is supposed to be in my custom block:
1. You make an API call using SetExpressCheckout and get a Token back
2. You bounce the customer to Paypal using that token
3. Customer logs into their Paypal account and confirms they want to pay you
4. Customer is returned to your site (via URL specified in SetExpressCheckout in Step 1) with the Token
5. You can either make a confirmation page and call GetExpressCheckoutDetails or you can simply call DoExpressCheckoutPayment and finish
6. If you made a confirmation page, call DoExpressCheckoutPayment to get your payment
How do I accomplish this? We can't use Google checkout for the same reason.
This might help. Man oh man this is buried deep in Paypal..

Hi sue, dont need to do all that, the viart mod works ok..
just set up a paypal business acct...confirm bank details...
and obtain a API number....
you can find that under profile
This is the only module i had no probs in setting up....
the rest are making me dizzy

Thanks, birdman, but we have to do it. Paypal says the checkout module isn't enough and we have to add this to the basket page. They require it in both places, or we could risk our account for not complying to the rules.
Cmartell, that's one heck of a guide, lol. I'm really good at filling in the blanks, but I can't make heads or tails out of API calls etc.

I am in the UK.
I had a call from them and we had a debate about my site.
They then said they were not sure and someone from their compliance department would call me - that was many weeks ago so, for the moment I am continuing as I am.
Perhaps they are a bit stricter in the USA?

PayPal (or eBay) have been doing a lot of very selfish things lately. I am going to ditch PayPal as an option because they have lost my respect.

I haven't found a better option for me in the UK.
I have to say that so far I have found PayPal UK OK
