We've customized every category page as necessary. But the products page at /products.php needs customized. It isn't an option in the products/categories admin area. Is this possible?
 
If not, is it possible to remove the 'products' page from the breadcrumbs and sitemap?

To be wanting to remove the products page you wont display any products for your site..

All of our products are on the category pages. Our products page is empty. We thought about using it to display sale items and cross-categorize them, but can't customize it with a message. The products link appears in the breadcrumbs and in the site map, but the page is empty because we can't figure out a way to make use of it.

Selecting a category displays those products on the products page. It starts empty, but it is what holds the products you're selecting...

We can put products on the products category, then those products disappear if we select another category and are replaced with the requested category products.
 
So it seems that the same could be done for the description.
