The feature refer to customer upload for personalized products. Can anyone tell me how to do it. I have looked all around and can't figure it out. How do you set it up?

Guess not. I sent a message to customer support the other day a have not heard from them either. So I guess this is not a feature as they claim.

Quite easy one.
Just click link 'Option & Components' for product you want to have upload control and add a new option with 'Image Upload' control type.

- In admin navigate to the product that requires an image uploaded.
 
- Under the product is a couple of links. click on the link "Options & Components".
 
- on that page click " Add New Option".
 
- on add new image page goto "Option Control *" dropdown box and select "image upload"
