When I order something I click on checkout and get a blank page. Plus, the cart remembers the cookies on the item until the browser is closed. When I reenter, it has forgotten the item in the cart.

In regard to blank page, perhaps you have some trouble with the file order_info.php. Please try to rewrite it from etalon archive.
It's normal that session is cleaned up after closing of browser's window.
