If you want to add Google Checkout API payment system after upgrading ViArt Shop scripts and database to version 3.0, please do the following:
 
1. Download archive http://www.viart.com/downloads/va_add_google_checkout-3.0.zip;
2. Extract file va_add_google_checkout.php into the root folder of your shop;
3. Run script http://your_site.com/va_add_google_checkout.php in Internet browser;
4. Delete file va_add_google_checkout.php from the root folder of the shop.
5. Enter Admin panel, go to Administration > Payments Systems and check if it appeared in the listing (may be page 2 if you have more than 25 payment gateways).

I tried to do the extraction and it said it worked. However, I went to Payment Systems in the admin section and I do not see the Google Checkout system as one of the many systems available to activate. Please advise!

Have you checked the second page of the payment systems list? Google Checkout API should be on the second page.
Please, use the navigator at the bottom of the page to check this.
