Wheres that WSYIG editor, I need to edit the stuff in <head></head>

Yes, there I can enable the editor, but where do I use it!?

Checking that box on Global settings will allow you to use the editing features when you are adding text/images into Descriptions for Pages, custom blocks etc etc.
 
If that box is not checked then you will only have access to a text box with no editing functions.
